Change management and management in the public sector in times of economic crisis: the case of Ministry of Agricultural Development and Food

Abstract

The present study endeavours to explore the determinants of amendments in the general administration of the Greek Ministry of Rural Development and Food during the time of economic crisis. Data were gathered through a qualitative survey with public officers and stakeholders and were gauged through a Delphi policy framework and further analysed with qualitative analysis tools. The results of the study indicate that, according to the expert’s opinion, the public administration was neither prepared to confront the crisis nor the changes that came along efficiently. Stakeholders, on the other hand, argue that additional changes need to be made in order for services to be remodeled and disengaged from bureaucracy. Literature encounters crisis apart from change, while research results stress direct relation.
